The Roman Rostra was built as a part of the Forum where orators could stand to speak outside of the Curia. It’s called the Rostra because it’s decorated like the prows of Roman ships.
This particular Curia is the Curia Julia, built by Julius Caesar. The word is derived from the term “curiae”, which was the name for one of the original ten elected representatives of the Roman people. Edit: The Curia was used as a Senate house, where these representatives met.
